The development of this product has been lead by the National Institute of Adult Continuing Education (NIACE) in the West Midlands.
Bridger over Borders aimed to develop an integrated approach to participation in lifelong learning activity. The representative countries were Austria, Czech Republic, Engand, Germany and Hungary. There is a networking site which might be helpful to new projects.
